Decants policy statement

This document tells you about the service you can expect from Your Homes Newcastle (YHN) if you need to be moved out of your home temporarily so that major works, repairs or improvements can be done. This is called decanting. It applies to tenants living in properties owned by Newcastle City Council and Leazes Homes that are managed by YHN.

Working with you

  • When deciding if you need to be decanted from your home, we will consider the type of work needed and your individual circumstances. We will meet with you to understand your needs and the best way forward. We will explain what work is needed, how long it will take and how long you may be out of your home. 
  • Housing resources are scarce, and we will only decant you from your home if there is no suitable means of getting the work done whilst you remain in the property, or no other suitable and affordable alternative accommodation (e.g., staying with friends or family). 

Temporary moves

  • We will offer you a suitable property that meets your needs or make alternative arrangements with you. 
  • We will arrange the move with you and for any items that can’t be taken with you, to go into storage. 
  • You may need to move over any TV packages and/or internet services. If you are not able to, or you are charged for doing this, YHN will reimburse the costs to you. We will make sure that utilities like gas, water and electric are in place and registered in your name. If you need a furniture pack or access to Ostara, our telecare alarm response service, we will ensure these are in place for you at the decant property. 
  • We will cover the costs of utilities at your home address while you are away, but you must continue to pay housing costs (e.g. rent and service charges) at your home address. 
  • When we know that the work will be completed, we will arrange with you your move back to your home. This includes arranging the delivery of your furniture and other stored items.

Emergency moves

  • In emergency situations, like fire or flooding, we will support you to find alternative temporary accommodation if you are unable to stay with family/friends, until it is safe for you to move back in.  Only one suitable offer of temporary accommodation will be made.  If you decline this offer, it will be your responsibility to make your own alternative arrangements. 

Permanent moves

  • If you wish to move home permanently rather than temporarily, you will need to submit a new housing application via www.newcastlehomes.org.uk. Your application will be assessed and you will be given a priority band that reflects the level of your housing need. The banding system ensures that those in the greatest housing need are given greatest preference for re-housing.   • YHN will not be held responsible for delays in starting the work if you choose to wait for a permanent move, rather than accept a temporary move or have the work carried out whilst you remain in the property.
