Housing Project Fund


Housing Project Fund is a Newcastle City Council budget which is managed by Your Homes Newcastle.  The fund comes from the Housing Revenue Account and therefore only schemes which benefit council tenants and leaseholders can be considered.

Housing Project Fund is used to fund schemes which are not currently being addressed by mainstream capital and revenue funding and are segregated into capital schemes and revenue schemes.

What is the difference between a Housing Project capital scheme and a Housing Project revenue scheme?

Capital schemes are work that adds value to council assets, for example:

  • internal and external lighting
  • fencing and gating off schemes

Revenue schemes do not add value to council assets, for example:

  • environmental works
  • installation of pigeon deterrents

Who manages the Housing Project Fund?

The Housing Project Fund Budget is divided between the East, Inner West and Outer West and North areas.  This area budget is then divided between each Community Housing Office based on their stock levels.  If the cost of a scheme is £10,000 or less the Head of Housing Management has delegated powers to accept or reject the scheme.  If the cost of the scheme is greater than £10,000 a delegated decision with the head of Property and Contract Services must be agreed to accept or reject the scheme.

Who carries out the actual work to complete a Housing Project Fund scheme?

If a scheme is agreed then all work is carried out by Neighbourhood Services who have substantial experience of delivering Housing Project Fund schemes.

How can I get involved in Housing Project Fund and suggesting schemes?

Your Homes Newcastle is committed to empowering tenants and welcomes your thoughts and proposals for how the budget should be spent.  Currently, the majority of proposals come via Tenant and Resident Associations.  The proposal must be submitted to your local Community Housing Manager at your local Community Housing Office.

Do I have to be a member of a Tenants and Residents Association in order to submit a proposal?

You do not have to be a member of a specific group to submit a proposal for Housing Project Fund.  All proposals submitted will be considered.  The consideration process involves consultation with the local community as well as costing of schemes.
